Mage guild shop in Yanille has 1k of them in stock. Barrows is good for accumulating death runes and completing hard or elite (cant remember which) mort tasks gives you more runes.

I have never once in my 7k hours of OSRS turned in a cat for runes. 10k death runes is pretty good, but it's a drop in the bucket you'll need once you start bursting/barraging slayer and you don't need a huge stack saved up for Barrows (which I left early anyways).
